AIDS: U.N. Envoy blames Bush administration for condom shortage in Uganda

Stephen Lewis, the U.N. Secretary General's special envoy for HIV/AIDS in Africa, has blamed the Bush administration for the shortage of condoms in Africa.

U.S. cuts in funding for condoms and a new emphasis on promoting abstinence had contributed to the shortage.
