The Ministry of Social Affairs and Labor, in Yemen, is drafting a "Human Resources Development Strategy," aimed at increasing employment opportunities in all sectors of the economy and improve training and research.
Primary goals include the creation of 32,838 jobs by 2015; the reduction of the current unemployment rate, and an increase in employment opportunities for women.
Other objectives include:
* Improving the quality of training and research by increasing enrolment in primary and secondary schools.
* Increasing enrolment for higher and technical education.
* Establishing a strong labor administrative structure to oversee the employment sector; security and social protection; improved structure and provision of higher education, and vocational and technical training institutions.
