Charities: South Carolina announces states top Scrooge

In an article entitled, "Connecticut group named South Carolina's worst charity," Newsday.com reports that according to the secretary of state's office, The National Veterans Service Fund Inc., provides only 2.2 percent of the money it raises for veterans.
