Defense: North Korea says preemptive attack is not monopoly of the US

Defencetalk.com, has published an AFP report that North Korea's military said Tuesday it was ready to take action against South Korea's joint war games with the United States scheduled for later this month. The North Korean People's Army (KPA) said that it would "never remain a passive onlooker" to what it called a US preemptive attack on the communist country.

The article quotes a KPA official as saying, "The KPA side is of the view that a preemptive attack is not monopoly of the US and the DPRK (North Korea), too, has the right to preempt an attack."
