The Vietnamese government reports that Vietnam has disbursed $875 million from its official development assistance (ODA) funds in the first seven months and expects to spend $1.5 billion or more by year end .
The Ministry of Planning and Investment (MPI), which released detailed information on ODA inflows and use, said 51 international donors had pledged to provide regular ODA to Vietnam.
Between 1993 and 2005 the total amount pledged was $32.6 billion of which Vietnam had only signed agreements worth $24.9 billion.Of this, only $15.9 billion had been actually disbursed.
Red tape and the lack of ability of ODA-funded projects to absorb the investment was blamed for the situation.
