Bush has lifted a four-year-old ban on US military aid to South Africa, put in place in retaliation for South Africa's refusal to exempt US soldiers from possible prosecution by the International Criminal Court.
The White House said this week that it was lifting the ban on South Africa and 21 other countries, including Barbados, Kenya, Mali, Malta, Niger and Namibia.
The American Protection of Service Members Act of 2002 bars certain military assistance to countries that do not sign "Article 98" agreements saying they will not hand over US soldiers to the international criminal court.
