Dutch founded human rights group, Russia Justice Initiative has said the Russian government had refused to register it under a new law tightening the terms under which foreign non-profit organisations are allowed to operate.
Officials at Russia's Federal Registration Service, told Interfax news agency the group's application to work in the country was rejected because it did not clearly establish its executive structure.
The organisation, which works to bring cases of torture victims in the war-torn Russian republic of Chechnya to the European Court of Human Rights, said its Moscow office may have to close.
The NGO says the grounds for the rejection are "spurious" and that it may appeal the decision or reapply.
