Telecommunications: Belarus creates universal service reserve fund

E-Belarus.org reports the Belarusian government has created a universal service reserve fund, requiring operators to pay 1.5 per cent of their profits to the fund to support telecom operators providing universal service.

The Belarusian President signed the decree on 20 February 2007, and that the measure represents another step towards the privatization of Beltelecom, which is able to offer very low fees for certain categories of clients as it gets allocations from the state budget.

Telecom operators will have access to the fund through a competitive bidding process.
