Congratulations to the deceased for his recent promotion

In the Indian state of Bihar, dozens of government officials who have either died or retired, appear in the promotions list of the registration department in Buxar district, about 125km from Patna.

According to official sources, most of those in the list of 48 promoted officials had either died or retired long ago. "It was a clear case of official apathy and negligence," an official said.

It is not the first time something like this has happened. Not long ago the names of 101 dead people figured in the below poverty line list in the state.
