Burma's military rulers have given a clear indication of their definition of democracy, by using a technicality to bar opposition leader Aung San Suu Kyi, from running for election under the country's proposed new constitution.
Burma's foreign minister told a regional gathering in Singapore that the new constitution would bar Ms Suu Kyi from running because she had been married to a foreigner.
The draft for the constitution has now been complete ahead of a referendum in May, and multi-party elections scheduled for 2010.
