"Foreign missions by members of government, senior public officials and other state agents, except those that are urgent and necessary, are suspended till the end of 2009," said the circular made public here on Thursday.
The circular signed by President Sassou Nguesso did not give any explanation for this new development.
Political observers say the decision by Sassou Nguesso is in line with his Aug. 14 wish to cut down on government expenditure.
