Paraguay: Despite promises of reform, Paraguay's poor struggle for land

Fernando Lugo, a former Catholic bishop from a rural farming area, took office as Paraguay's president two years ago, promising land reform as a top campaign priority.

But in a country where one percent of the population owns 70 per cent of arable land progress in changing such an entrenched problem has been slow.
